New EuroAirport rail link

Public consultation opens today

The consultation on the new EuroAirport Basel-Mulhouse-Freiburg rail link project was launched with a press conference at EuroAirport today, 13 September 2018. The consultation will take place until 12 October 2018. Questions, opinions and contributions from the public collected during the consultation period will enhance future studies and permit completion of the project prior to its presentation at the public inquiry in 2020.

The consultation is being held in France, Switzerland and Germany. It will be conducted by the project owners, SNCF Réseau and Basel-Mulhouse Airport, in partnership with the Grand Est region of France as the transport authority for regional rail (TER) and bus services, and the Federal Office of Transport (FOT), responsible for implementing Swiss policy with regard to public transport.

CONSULTATION CUSTODIAN

The consultation is being conducted under the aegis of Mr François Leblond, who will ensure its proper execution and the quality of the information circulated.

THE NEW EUROAIRPORT RAIL LINK PROJECT

The new rail link project is currently advancing with commencement of service planned for 2028.

It aims to guarantee a rapid and efficient train service to and from EuroAirport every day from early in the morning to late at night.

In a declaration of intent signed on 15 December 2017, the Grand Est region of France and the Swiss cantons of Basel-Stadt, Basel-Land and Solothurn confirmed that they will implement the following service offering by the end of the project.
  • Strasbourg-Mulhouse-Basel (TER 200): 2 trains per hour and per direction (every half hour)
  • Mulhouse-Basel-Liestal: 2 trains per hour and per direction (every half hour)
  • EuroAirport-Basel-Laufon: 2 trains per hour and per direction (every half hour)
The further connections to and from these towns will serve an extensive trinational area covering the south of Baden, northwest Switzerland, Alsace and north Franche-Comté.

The development work required to implement this service, the cost of which is estimated at 250 million euro excluding tax based on the economic situation in June 2017, includes:
  • constructing a new 6 km long rail section as a branch of the existing Strasbourg-Mulhouse-Basel line;
  • creating a railway station directly adjacent to the airport terminal building
Around 25,000 people - passengers, visitors and airport employees – travel to and from EuroAirport every day. The new rail link project will provide them with direct, fast and reliable access by train, thus enabling a significant shift in traffic from road to rail.

In addition, the project will enable the link-up of the French and Swiss rail networks and ease daily travel for local people.

The funding of the current studies is based on a cross-border cost code:

CONSULTATION: A VITAL STAGE IN THE PROJECT DESIGN

The subject of the consultation is EuroAirport’s direct rail link project.

Consultation is a vital stage in the design and further development of the project. Following a first consultation process in 2013 based on preliminary project studies, this second important consultation phase will take place from 13 September to 12 October 2018. This will enable the public to inform themselves about the project and voice opinions on the findings of the studies conducted since 2016 and those currently in progress before the public inquiry. In particular, the environmental impact survey has not yet been finalized and can still take into account remarks, opinions and suggestions from the public.

The results of this second consultation process will be drawn up as a report and published during the first quarter of 2019.

The project owners are hoping for wide public participation across France, Switzerland and Germany (from regional stakeholders, politicians, air passengers, businesses and employees at the airport site, public transport users...) with contributions and a lively exchange of ideas to further improve the project.
